Believe it or not, Many professional water well drilling companies
still use “Dowsing” to look for where to drill in addition to common sense and knowledge of geology of the local area…

I presume you will need some kind of city permit…

Groundwater is found in geologic formations where it is trapped by the lithology. For example it might be on top of clay in a sand layer. These layers often extend for miles so the dirty little secret is that there is no dirty little secret to finding water. Sometimes water wells are drilled into limestones searching for voids and this type of well is pretty much hit or miss. Dousing may be used but in my opinion it is a waste of time. Most dousers can look at the topography and make a best guess where water should be found whether as a conscious or subconsciousl effort.
You can drill for water just about anywhere, but it is very expensive. You can dig a well for water, but depending on just where the water table is in your area, it may be quite deep, and you have to shore up the walls to keep it open.
For what you are going to pay for a well, it will buy a lot of water from the water company.
If you do want a clean water, you dig a water well away from your toilet’s outlet. So that the juices of the toilet will not contaminate your water.
Drilling for water nowadays starts with a hydrological map of the area. This will give you a topographical image of the various water tables. This is all derived from other wells in the area. These are then used to plan a well.
