electricty is off and that means the water is off.
so how can i figure out how much it will cost or if it will cost anything to check the well if it has one and works without turning on the electricity?

My guess would be to get permission to browse the property. See if it has a water well or a public water meter. If it has a well, then get with the owner and make arrangements to have someone (that knows about water well pumps) bring a generator out there to test the pump / well. Maybe the owner would split the costs being that they should already know this.
Hire a well person to check out the well and pump. it will only cost a hundred dollars or so and it will be worth every penny. well people have generators and can do motor repairs on the spot if needed.
You can arrange to have the electrical turned on for testing through the power company. Sometimes a morgage company will want electrical, water quality, heat etc tested before they approve the loan. Don’t count on a property that has not had electicity or water for any amount of time to not require any sort of repairs to get turned back on. So a professional should be on hand when it does get turned on.
Just ask the realtor (before buying the house) it must be disclosed if it doesn’t work or it contaminated. And try to get it in writing. Contact a well driller to find out how much it will cost to inspect the well. Electric will absolutely need to be turned on to have it inspected.

you never heard of a generator??? if your handy,, bring one along and coneect to the well!!!! if the well has not beeen used in a while it may take some time to get it primed and running again,,,
